Since the fins are on the pads back plate, that makes more sense. Backplates are confined and there's no to minimal convection to cool them down, so fins (with a high thermal conductivity factor) can help. If they were on the caliper, they would SLOW down the cooling of the caliper, since anything you add, whatever the thermal conductivity of it, adds a resistance before the convection.
